We might create kcm modules rather than on extra framework. However we should consider to do the same for xfce-settings-manager if possible, else we should at least have a fallback option so MSM is not purely for KF5/KDE4.

I can easily add entries to xfce-settings-manager for each module of msm, is that what you had in mind?
