As described on forum it is possible to create duplicated entries in both mirrorpool and then mirrorlist.

Steps to recreate

Reset the entire pool

sudo pacman-mirrors -call -mrandom

Then do a country selection and select everything on the list

sudo pacman-mirrors -c Germany,United_Kingdom -i

Then run a new --interactive but without the country selection

sudo pacman-mirrors -i

Now a list with doubled entries will be shown and it also appears to be only mirrors which offers several protocols.
