it's a mockup not a pacman-mirror rewrite

Code "more simple" for easy contrib/maintenance

less code
not use "pool" file (no idea why exists) - download only "status.json"

get_old_params_if_exists()
read_params_script_params_and_add_to_old()

order_mirrors_result()
print_or_write_mirrors_result()

params more unified :

geo-ip: removed and use --country and --continent (without parameter) for replace
add ! in lists for include and exclude
add --dns other filter as --country / --continent
add --save (restore not really implemented in empty command update)

start of commands (test,update,countries,mirrors,continents) for simpler use
